It's normal. Exchange require access to 1 Global Catalog so, if you restart you only one DC; Exchange can't connect client.

So, if you have to restart this server regulary, you have to add a second DC with Global Catalog Role.

Each time a client want to connect to Exchange (Outlook, OWA, SMTP...); Exchange request the DC for the connection. So, if you have no connection to DC....you have non Exchange service !

Yes. When you install your first DC, this DC will have Global Catalog. If you install a second DC on the same site, this one will not have this role. But you can add it ; I give you a technote to do this (it's very easy) : http://technet.microsoft.com/en-us/library/cc782576(WS.10).aspx
