I would Like to know how to monitor all outgoing traffic via ISA 2006

if you wanna know what happened for all outgoing traffic, see ISA 2006 logs with source IP = Internal.

for all details of the outgoing traffic, you may consider installing Microsoft Network Monitor 3.4 and montioring all traffic with source IP = lolcal host.
