Waiting Tasks is "The number of tasks that are waiting for processor, I/O, or memory resources." that includes database locks, file locks, object locks, etc.  In your particular scenario you had at most 1 task waiting for resources.

Batch Requests/sec is "The number of SQL Server batches that are received by the instance." that is the number of requests to sent to the server per second.  In your particular scenario you had at most 7 requests per second, but most of the time there were no requests coming to the server.
There was little activity for a short time (green squiggles / peak) then the system went idle.  But based on the % Processor Time, the system was not really doing much.
