Where can I find a variety of completed programs along with their source code on the web?

I'm looking for a site where I can find completed programs along with their source code so that I can reverse engineer them and learn the way they were constructed. Preferably something with a variety of different types of programs along with their descriptions.

A site that has a rating system for the quality of the code (and not necessarily just for the programs) would be a big plus.

Sourceforge and CodePlex are 2 big sites that host open source projects.

I am currently not aware of site with a rating system for the quality of the code.
