gropu policy not wokring; sysvol not shared

in my domain controller & exchange (one machin) the sysvol folder is not shared; and the group policy is not working

i have to restart the server every 1 hour in order to keep the exchange working?
ny sugesstions? how can i fix the group policy issue

If Sysvol is not shared, then it isn't advertising as a DC.

Is this the only DC?
