I have windows 2003 with 15 user licenses.
I want to be able to allow 7 remote desktop users to run a program on that server.
I already have a vpn in place. Windows 2003 only allow 2 sessions at a time.
How do I expand this to the other 5 users I want to run at the same time?

You will need to purchase Terminal Services Licensing according to your concurrent session needs.
Once purchased, follow these steps to install the licensing: http://support.microsoft.com/kb/325869

The 15 user licenses are CALs, which do not apply to concurrent Terminal Services Sessions.
