php conf file

hello there,
I have installed the latest version of PHP v5.3.8 with apache 2.2 on centos v5.6
when I open a php file with phpinfo it shows

Configuration File (php.ini) Path       /etc
Loaded Configuration File       /etc/php.ini

when I make changes to the php.ini file

Max Memory Limit
Safemode
Magic Quotes GPC

it wont take effect, so I rename php.ini to php.test and restart httpd again and nothing..
it seems like no matter what changes I do to the php.ini file it wont detect.. what can I do?

Make sure that when you are making changes, you should be login with root user.

Second thing is check the permission.Open the terminal - su root & then type chmod 777 /etc/php.ini & then try to make changes.
