Is there a limit on the length of the value of a query string parameter?

Note that a 'query string' is a GET in HTTP and the data will be found in the GET array on the server.  There is no limit on POST data except that PHP and some web servers limit it.  The limit can usually be changed and varies from 2MB to 100MB or more.

For communication between my ASP.NET website (C#) and javascript, can i use POST?

Yes, anytime you use 'http', there are methods to use POST or GET.   For ASP.NET, you need to find the AJAX methods for C#, the basics at least are already written for you to use.  There's something here: http://www.asp.net/ajaxlibrary/AjaxControlToolkitSampleSite/
