iPad contacts

Hi, I have had my iPad for a while but had not needed to use CONTACTS program up until now.  I just sinc my iPad to my laptop and thought it would pick up all the information from Microsoft Outlook but it didn't.  Isn't it suppose to do that?  It only has one listing in it from Louisiana and if I click on the + sign the keyboard comes up so that I can create new contacts.  What's up with that?

You can have iTunes sync your Outlook contacts.

I downloaded the instructions and #3 says that if you click on the iPod in iTunes it will display iPod's preferences.  I went through each one and after disconnecting, what I see under contacts on the iPod is nothing more than the names and tel nos which I already have on my iPhone.  I was expecting to see something similar like Microsoft Outlook which shows address, birthdays, etc.  

Do I need a different App to get this information or am I doing something wrong?

Are you syncing using the USB connection and a Windows laptop?   You may need to reset your sync history.
