Flash advanced dynamic navigation giving the illusion of depth with custom mouse cursor - how to do this site?

This might be an easy answer for someone familiar with building this type of site. I have a request to start a project for a client that is similar to this website example:


My question is where can I learn more about buiilding this type of site? Some general tips/instructions would be great. I will award the points to someone who can provide me with a few comprehensive tutorial and/or resource links that clearly outline the processes behind building this type pf navigation with flash (cs5), plus a tutorial that shows how to change the mouse cursor to the type of dynamic arrow used in my example link. I realise this is basically 2 separate requests, so I will offer the highest point offerage, and then split it if the solution comes from 2 different experts.

Fine, in this case start with something very simple for example I can refer to my previous tasks


It will give you idea how to control arrow of mouse and we can continue later

That is not standard design and I am not sure is the best?
Plus you need very good visual and graphics designers.
I will recommend to following KISS principle

Well I am the graphics designer - and I can do the illustrative part no problem as I've got over 10 years experience with graphics lol. It's the technical building of this type of site I am curious about. I am aware that it is not a standard type of solution for website building in general, but my client loves this website and has requested something similar be built for him. He's not looking for "simple" - I'm just trying to oblige.
