I am trying to execute some of the queries through Toad. I am getting the error ORA-12571: TNS:packet writer failure

Is this a new install?
Can you query tables with Toad?
Can you connect using sqlplus?

For starters, disable your local firewall and try.

These mean the opposite.  If you can query the tables in Toad, you are connecting to the database.  If you cannot connect through sqlplus then I wonder how you are connecting with Toad?

Means to say some time when i execute any query and some time in the middle of fetching I get this error

OK.  It sounds like you are having some Network Issues.

I would work with your Network Admins to help you figure them out.

If you look up the text for the ORA-12571 it mentions that you shouldn't see this error and you should contact Oracle Support.

You might try a ping loop from the client machine to the database server and see if you drop packets around the time you receive the ORA-12571.

ping -t -l 1 <dbserver_ip_address>
