sp_send_dbmail says access is denied

I received and error message below:

Message
Executed as user: domain1\userA. The EXECUTE permission was denied on the object 'sp_send_dbmail', database 'msdb', schema 'dbo'. [SQLSTATE 42000] (Error 229).  The step failed.



But User domian1\userA has following privilled in msdb database, I even add him as db_owner but the same error message seems to be exist again and again
