I have created a new server and domain with exchange 2010. I used pst to export\import all the old data.  I now need to migrate the public folders, The new server is offsite and not on the same network. Can I simply copy the PUB1.EDB file from the old 2003 server and mount that as a public folder database on the new exchange 2010?

Both of those articles you sent me are people that have a site where both servers exist. I have only one server avalaible exchange 2010 and the data only from 2003. i have the pub.edb file. How do i get that edb file to exchange 2010. the articles you sent don't pertain to this question.

Or
you can restore this file to recovery storage group and export it
