Server 2003 Password Complexity - Require non-alphanumeric

Is there a cost-free alternative to the default passfilt.dll in Windows 2003? I know Microsoft released a newer version which adds unicode character support for Asian languages, but what I really need is the ability to choose which categories MUST be used - for example, I want to specify that a user MUST have a non-alphanumeric character plus characters from 2 other categories.

Yes - you can do it natively by (no joking) customising the password filter passfilt.dll

This is far from trivial as you also need to understand the calling LSASS hooks.

And of course, it opens up the possibility of introducing vulnerabilities.

There are third party applications such as PPE that can do it though:
