outlook 2010 suggested contacts resets after PC  is shutdown

Suggested contacts in outlook 2010 stops working after the user shutdown his PC. It actually resets and restart working for recipients for which the user has sent mails after restarting his PC.

It is not retaining the suggested contact after restarting the PC.

Have done the following so far:

Check the tick in  send/receive group setting, to ensure that an offline copy of the suggested contact is keep locally on the pc but did not solve the issue.
Another user has the same issue and resinstalling outlook 2010 did not resolve her issue as well.

The link you provided was very helpful in resolving the issue.

-open outlook 2010, file -> settings -> Mail -> Send Mail -> Empty Auto Complete List.
-close outlook
-go to %userprofile%\AppData\Local\Microsoft\Outlook\RoamCache
-deleted the 2 Stream_Autocomplete_...dat files
-open outlook and sent a cople emails and close outlook.
-open outlokk again and send emails to same recipient and autocomplete retained the recipient.
