Legal Disclaimer for Terminal Servers

We have several terminal servers that clients RDP to. The client now wants the users to presented with a Legal Disclaimer before they log onto the server.  Setting this up the standard way for desktops doesn't seem to work. I believe the reason for this is that when you RDP you are immediately taken to the Username and Password screen, there is no requirement to press Ctrl + Alt + Del first.

First link had the solution that worked the best, not always  huge fan of having to perform a regedit but... it did get the job done.
