refresh rate on hdtv with hdmi video card

i have LG led lcd.
when i connect hdmi video card from PC win7, screen sometimes flicks.
especially raw tv ts data gets flicks or gets some noise.
when i play on wd tv live player on same tv, it's ok.
is this the problem refresh rate on tv?
which one should i choose? interlace  28 or 29?

HDMI should not require you to set anything in the refresh rate, that is for VGA settings (analog).  Check if the cable is not making good contact, or try a different cable.  If you have a different HDMI source, such as a bluray player, try that on the same HDMI port on the TV - the port may be bad, and if you see the same problem, this would expose it.
