I have a Verizon FiOS connection using an ActionTec M1424WR router.  I want to be able to limit the speed wireless computers can get (both up and download).  Is there a way to do this with settings in the router?  What other ways are there to limit the speed of wireless devices using this network?

This is a Quality of Service feature. The router needs to support QoS and bandwidth management - if it does not have this feature you cannot do it with that router. You should be able to see the settings for it on the router's setup page if it is available.

If you can't do it with that router, you could potentially pass the data through some other firewall / managed switch that supports bandwidth management, or replace the router with one that has the features you need.
