Oracle DB IDE, cost

I'm an analyst at my company, and I need to connect to an Oracle Database
to run analytical type queries.

1.) Does oracle have a standard SQL IDE (Like Microsoft's SQLServerStudio)?
2.) Ballparked, what does a license cost for the IDE?
