Error while installing terminal server license CALs in Windows Server 2008.

I am trying to install more CAL licenses on our 2008 terminal server.  When I open TS Licensing Manager and right-click and select "Install Licenses," I receive this error:

The Activate Server Wizard encountered an internal error from the license server.
Message Number: 0xc0110011

How do I fix this?
