Windows Security Prompt for Sharepoint is not being remembered

Our Environment.

Windows 7 desktop, part of domain
IE 8

Issue
We have an external (not in our domain) sharepoint site that constantly askes for password.

GPO
Added to site to zone assignment list as zone 2, run gpupdate to apply as I'm impatient

I can see the saved credentials in user management but they are not being applied

In IE, set the security settings for the zone to pass the credentials.
