NETLOGON share server 2008 ent edition

Hi,
I am using server 2008 x32 ent edition domain, with win7 clients.  When I go into the path:
C:\Windows\SYSVOL\sysvol\mydomain.com\scripts folder there is no NETLOGON share.  May be it was never created or maintained, it was not there since we started to use server 2003 ent edition.  Can I create it (with what permissions etc)?  I want to create it for making romaing profiles.

Go to your Run command type \\localhost what shares do you see?

I can see the NETLOGON share via \\localhost and its the same scripts folder under which all my scripts run.  Was it been moved, whenever my server starts most of the times my Netlogon service gets paused and then I have to manually start it.  Any relation to this problem?
