Outlook 2010 with gmail pop3

Hello Experts,  I have Outlook 2010 running on a windows 7 machine.  I have a problem with the user opens email via outlook 2010.  Outlook downloads e-mails to the account (only one account) but you never see any new emails. It is if it is downloading header information but there are no new emails added.  In addition, and new email that has been sent is also not showing up.

I have run a repair on the email acccount within outlook.

Any suggestions for help?

I had things setup as IMAP on the old system and when I transfered I had POP3 on my mind.   Changed the configuration to IMAP and it worked.  Kurt4949's notes led me to circle back to the old machine and review settings.
