there are basically two methods of charging someone for ad space - either Ad views or click throughs
either way you need to track when an ad is displayed  - and in the second case you need to track when the ad is clicked on.

ad views can usually be determined by the web server logs - logging everytime an ad gets requested from the server

ad click throughs are usually tracked via some javascript that is executed when the ad is clicked on.

Generally there is a lot of effort needed to build something like this and there are whole companies/product  that  have been built around just this capability

Look at the pricing models of other vendors in this space - then you will know what are good options for pricing and charging - both probably depend on the volume of traffic your website(s) get
