Best hosted resource calendar (Conference rooms)

What's the best shared resource online calendar, akin to Google Calendar?  We need a calendar for each conference room that we can share outside our organization.  We have Exchange 2003 (no room mailboxes).

I can create users for the mailboxes and publish to Office online, but I don't think it updates unless that user is logged in.

Google Calendar would work if users could add to the resource calendars (can't do that in the free version).

Other than maintaining it on Exchange and printing out the schedule every day, does anyone have any ideas?
