Exchange Server, does external contact spend a license?

I'm trying to add multiple contacts to exchange servers, but when I create, it asks to create smtp email address which i believe it requires a exchange mailbox license.
Is there any way to create contacts in a list to share to everyone so that we can send out emails to the contacts? for example contact list for clients.

Mailboxes are not created for contacts - which are external recipients - thus an Exchange client access licence is not required for contacts.
