Convert iLBC audio files

Input: I have CAF audio files encoded with iLBC (by iOS devices).
Output: My final goal is to convert these files to WAV encoded with GSM.

I strongly prefer a command line conversion solution.
I strongly prefer a Windows solution, but Linux might be Ok too.

An alternative way might be NOT to convert directly, but first convert to some other audio format that is recognizable by a commonly used audio software (like SOX or FFMPEG). If it could be done, I can continue and convert to the final format using this software.

What I've discovered by now, that both SOX and FFMPEG does NOT work with iLBC.

I know, that there is an open source iLBC decoder in C, but I do NOT want to start dealing with decoding by myself. I'm looking for an existing solution (a commercial solution might be Ok too).

If someone managed to convert from iLBC in a relatively easy way, please share your experience.

Thank you.
