Exchange 2007 will only receive short new email

Exchange 2007 on sbs 2008
will receive new email under 13 lines long, but not replies forwards of email with more than 13 lines of text.
Have uninstalled and reinstall the antispam agent, marked it as on and then off, only the successfully delivered emails get logged in the scl log. in C:\Program Files\Microsoft\Exchange Server\TransportRoles\Logs\  
Have contacted my normal tech support contacts but have had no fix .

Forget the 13 line thing its any email 4KB or less is ok .
Any email 5KB or larger is ignored.

Please check there are no message size limits set:

Organization Configuration | Hub Transport | Global Settings tab | Transport Settings | properties | General tab.

Also check:

Server Configuration | Hub Transport | select a Hub Transport server | Receive Connectors -> select a connector | Properties | General tab.

And for Sending:
Organization Configuration | Hub Transport | Send Connectors -> select connector | Properties | General tab

And Exchange:

Recipients | Mailbox -> select mailbox (or select another recipient type such as a contact or mail user from the corresponding node) | properties | Mail Flow Settings tab | Message Size Restrictions

Mail size is all set normal (well it was bumped to 20MB in out last year).

I have noticed the mail that's not delivered, bumps to the secondary MX record (pop3 backup).
Its as if the mail gets nowhere near the exchange server.
have reset the router settings and will put a new modem/router in place tomorrow.

Turned out to be a managed switch error.

Turned out to be a managed switch error.
Phone company supplied a procurve with settings tweaked for comms.
By passing the switch fixed it, Comms people have since corrected the procurve settings.
