This is going to sound vague -  Is it possible for an xml file to launch an exe file ?

yes this is vague.
Answer is simple... no
XML is simply a syntax for exchanging information
XML does not launch or executes applications

There are a bunch of applications that "do" "something" with the XML
These applications can "launch" exe files if instructions are found in the XML

My answer is less vague than your question I guess :-)
