<?php echo on <a href - need help people

How can i make the following code to work?

I use a .php file and some of the code is,

echo '<a href="http://www.textlink.com/"><?php echo $theData; ?></a>';

Is not display nothing on the anchor text, but i assure you the variable $theData is not an empty text.
