Well, I use fedora mostly, which uses RPM packages.
But for Debian, you'll want to learn how to use its package manager, which is dpkg at the root, or a front end for it like Apt.
Apt's Wiki

I find almost 100 results for "torrent" in Debian's Stable Packages Repo, including Deluge and rtorrent (for which rutorrent is apparently a front end), but not rutorrent per se.

So you should be able to use Apt to get Deluge installed.

Or, after using Apt to install rtorrent, if you follow Randy's Tech tutorial for installing rtorrent and rutorrent, starting at the "##Make Directories ..." section, it should get you going with rtorrent/rutorrent.  Substitute 3.3 (or whatever the current version is) for 3.0 in those instructions when you get to the command lines for installing rutorrent and its plugins.
