Hi,

Not quite get you. Do want to setup proxy server in Windows?

For proxy server that ease to use is Wingate, http://www.wingate.com it is not free though.

For free,  you can use Squid if you like, it among powerful proxy server with a lot of features, you can get it here, http://www.squid-cache.org

You also may like to have a look on FreeProxy,http://computingondemand.com/turning-your-whs-into-a-free-proxy-server it is free too.
