Microsoft Exchange 2010 ECP

I do not have permissions to https://localhost/ecp

Options" (/ecp/) I don't see any pull down options.

I do not get 'Select what to manage' option and then next to it is a pull down menu.

How do I give myself permissions to do this.

I don't know if such a granular permission exists.  
This link describes the concept of Role-Based Administrative Control, affectionately known as RBAC.  This should give you enough pointers to find out for yourself whether you can delegate permissions to that specific task.
