This does not seem to work for me...

(sum of range + sum of range)/(sum of range)

..OR..
=(SUM((INDIRECT("SA_Report_Data!T"&B13)):(INDIRECT("SA_Report_Data!T"&C13)))+SUM((INDIRECT("SA_Report_Data!X"&B13)):(INDIRECT("SA_Report_Data!X"&C13))))/(SUM((INDIRECT("SA_Report_Data!AM"&B13)):(INDIRECT("SA_Report_Data!AM"&C13))))

I'm not familiar with Google spreadsheet app but I made a few assumptions and focused on the placement of brackets in your code.
=(SUM(INDIRECT("SA_Report_Data!T"&B13):INDIRECT("SA_Report_Data!T"&C13))+SUM(INDIRECT("SA_Report_Data!X"&B13):INDIRECT("SA_Report_Data!X"&C13)))/(SUM(INDIRECT("SA_Report_Data!AM"&B13):INDIRECT("SA_Report_Data!AM"&C13)))
