SMTP Virtual server not sending out NDR

I have a smtp virtual server the use to send me ndr but when I change the ndr delivery to another email address.  It does not send the ndr to the new address (this is a public folder with mail enable)  I've restart the smtp virtual server after changing the setting but that did not work.  When I change it back to my email address.  I get the ndr.  Do anyone know what could stop the ndr from going to the new address.  I've test the public folder address by sending from my yahoo.com mail account and it received them.
