Program to monitor internet connection

Hello EE

Please is there any program can monitor internet connection I mean I need to know at what date and time the internet stop and when its start again. I have two internet connection one VSAT and one Fiber and they are combine in one device (Peplink)

Also can this program send alert to Mobil

This one is free and has a paid version which will get you a better granularity...

The service can monitor your systems external IP for each link.  On the inside it can be difficult to monitor as your system should route around the down link unbeknownst to your monitoring environment.

If you want to stick with an internal system the above list is fairly good except I don't see SolarWinds and with all things being equal thats probably where I'd start for an easier start.  Except I'm an expert so I torture myself with Nagios :-).
