Outlook 2007 rules and Exchange 2007 creating new folders

Is there a way i can limited users setting up rules on Outlook 2007.  

If we create new folders on the exchange box  can users rename them

Out of the box, Nope.
The users will have the full control over their mailbox and their inbox-rules.

Just in case...if you still need to seed some rules and then take-away the options of editing.
a) you should seed some rules @ the Inbox
b) Using TCID you can plan to gray-out the Rules Menu,Wizards
