How do I make a wordpress site private?

I am developing a web site using Wordpress.  I would like to make it non-public until such time as it's finished, but I do want to give access to 2-3 other people.  What would be the best options to do so?

Your site’s privacy is easily adjustable via the Settings ¿ Privacy section of the dashboard.
By default, a site is public to the world. That can be changed to fully private (access controlled entirely by you) or to an intermediate setting which allows all human readers but asks search engines to not index your site.

I don't want to give access to everyone, but just to 2 other people, who could access the site with a password.

Yes select the 3rd option and it will ask for the users to add..

Up to 35 users allowed to access site
Username:                    (Add user)
If you don't add anyone to your site, only you will have access.

I don't have the following on my dashboard, only the first two.  Have you got a plug in for this?

Try to create a new account(just as a test) from the same machine and check.
Also try the same on other machines.
