My standard application VB.NET correctly connect to database and work fine.

- check if the database alias name used in the web service vb.net is registered and exits in your tnsnames.ora file on that machine.
- check that the machine tnsnames.ora have database alias referring to the database server
- if the web service use ODBC, check that the ODBC datasource name is pointing to the right database alias that available in the tnsnames.ora file on that machine.

- kindly backup the tnsnames.ora first before made any changes.
