Hyperlinks to files not opening in Firefox or Inernet Explorer 9

We recently have several PCs that cannot open links in both Firefox and iExplorer from an internal web page.  I have also experienced this with Windows 7 / IE 9

The target is file:///Z:/Product%20Drawings/xwz/100-200 when I mouse over it.  I have tried several security settings, approving sites, etc...  

If I paste this url into the address bar, no problem at all.  Try to activate with the link - no error or anything triggered.

try like this,

for eg

Seems as if the IE9 users have problems and not IE8.  Anyway we need to move forward and can change file location, or access method.
