What is the best pdf editor for a terminal server?

We have a server with Server 2008 R2. It has remote desktop services on it. Does anyone know of any pdf software which would work well in this environment and allow our users to create/edit pdf documents?

We are hoping for a solution that is inexpensive, but compatible with our environment.

cutepdf, pdfill, nitropdf (I highly recommend that one), pdftk, pdf studio
