Is your Exchange server configured to use RPC over HTTP/S (Outlook Anywhere)?

The specified error is because Outlook is unable to communicate to the Exchange server either you are using Outlook Anywhere, a VPN solution or a POP account.

*when connecting to Exchange externally.

If you're not sure, try opening Outlook with RPC diag (outlook.exe /rpcdiag)
