I am trying to install a program and everytime it tries to register files, it pulls up a unable to find scan.msi

How can i bypass this because it has nothing to do with the program.

Look in the Event Viewer (eventvwr.msc)>Application Log> under the source Windows Installer. Should identify what it is for. Sounds like it is trying to heal an existing install...

Most commonly this is HP All in one software that gets jacked up. If this is the case, you would uninstall that one, and then assume this installation.....

It just shows me event id 11706. Doesnt show a program. No instance of hp on here.

Ok it is from an old hp install. I will uninstall and see if that helps
