When a Master switch loads the config from its NVRAM to the Memory of the slave?

When a router or switch boots up it goes through a routine to check hardware, load the config, and I'm sure many other things. This is normally when you would see that message.

conf mem executes commands stored in NVRAM and copies the startup config to the running config.
