Just set the content query in a regular way (http://office.microsoft.com/en-us/sharepoint-designer-help/display-data-from-multiple-lists-with-the-content-query-web-part-HA010174134.aspx). It will only filter the contents for which the user has access to.

I need to display all sites (page templates) that current user can access. Content query includes pages, but does not seems to allow sites as queriable objects.

Ok, so you want a list of subsites and all the pages, right? Try the Table of Contents webpart and set the level appropriately (2  i think)
