Grant Access to a Telnet Server

I have create a domain (contoso.com) with 3 computers.  All these are virtual.
One is DC1, domain controller (192.168.70.11)
One is MBRSVR1, member server (192.168.70.20)
One is CLIENT1, client (192.168.70.21)

I use setup the telnet server on MBRSVR1.  I can connect to it but unable to login.  I followed MS TechNet document, but failed to complete.

I am trying to allow tmiller@contoso.com to access telnet server (MBRSVR1)  from CLIENT1.

Attached is what I am trying to do.  Can anyone tell me what I need to do

Are you sure that this member server is properly joined to that domain? Can you add the user to one the groups?

I can add the same user to the Power User group

You didn't clone any of those machines, did you?

I clone them all.  But I have not activate them yet.  It is a testing lab
