WINDOWS 2000 Domain Controller Failure

I have a tough situation.
I have a windows 2000 DC.with 30 client machines.
SP4 installed.

Problem is Yesterday my windows 2000 DC has struck ed up and I had to hard restart it as there is no option.

Now a message is popped up while loading windows saying a duplicate name is found on the network.

I have stopped all machines in the network and started the server only.At this time also I'm getting the same message.

I'm unable to open AD consoles on this machine.In the eventviwer I see BINL service is unable to start

What should I do.I would be happy to provide more information if needed on this.,

I have system state backup taken on Last Year 6'th Month..Can i restore that backup using directory services restore mode.WIll that resolve the issue.

Please take my issue is priority..I will be in regular updates for all the people who are going to help me

Do you have another DC? The backup is too old to restore.

How to verify the Windows Internet Naming Service (WINS) is up to date. ??

I dont have much important things done from last year on MY DC...WIll restoring the Backup is ok or not?

 I have a backup of system state only.

No it will not be ok because of the tombstone level of AD. You need to backup AD nightly.

You need to go into Wins check for duplicate stations

I opened as per the navigation.

It showed
 
wins
->Server STatus

Nothing is there other than this

Ok then you aren't using WINS then?

Error I got exactly during WIndows Loading : when windows is preparing network connections.

A dialog box with windows system error pops up with message
  ->A duplicate name exists in the network

Do this to find the other computer nbtstat -n

9/29/2011      1:20:21 AM      NetBT      Error      None      4319      N/A      EVERGETECH      A duplicate name has been detected on the TCP network.  The IP address of the machine that sent the message is in the data. Use  in a command window to see which name is in the Conflict state.
