I wanted to know if I could still purchase a new pc with Windows XP instead of Windows 7... either through Dell, Lenovo, or any other maker?

Many of the Lenovo laptops we purchase here at work still support Windows XP and are pretty easy to downgrade just using a CD we have and the drivers from their website but everything we've been purchasing recently has been coming loaded with Windows 7. The Lenovos we were getting previously were older stock that still had an XP image on them but I'm not seeing any major manufacturer still offering a new machine loaded with XP to begin with.

Yes,  Here is a link for a desktop from Dell that offered Win XP Pro.

Officially from October 2010 Microsoft stopped manufacturer's providing XP as the installed operating system.  This doesn't mean you can't buy a machine the manufacturer has put XP on but to do this you need to have bought it with Windows 7 with downgrade rights to the XP system.
