Outlook 2011 for MAC freezing and not responding every 30 seconds

Hello Experts,

I am having a problem with one of my MAC user using Outlook 2011 for MAC.  User's email account is connected to Exchange 2007.  The problem is that Outlook 2011 will intermittently freeze or not respond for a few seconds (30 seconds at most)for a duration of a few hours. In activity monitor, Outlook and Microsoft Database Daemon proccesses will take 60-80% of the CPU%.   I cannot forcefully replicate the problem.  Below are the following troubleshooting steps I took:

1) Reboot the desktop and laptop
2) Rebuild the database
3) Recreate user's profile
4) Reinstall the application

I noticed if we turn off the network connection Outlook stops freeze and the colorful loading circle goes away.  In activity monitor, Outlook process drops to around 5-10%.  Also we enable logging and have attached it for your viewing pleasure.  I noticed that this error appears a lot:

"Microsoft Outlook CFURLCreateWithBytes was passed these invalid URLBytes: '/EWS/Exchange.asmx' (a file system path instead of an URL string). The URL created will not work with most file URL functions. CFURLCreateFromFileSystemRepresentation should be used instead."

Issue occurred around 9/28/2011 @ 12:30PM within the log.

does it freeze running any other applications?

Only Outlook 2011.  Other applications response fine and does not freeze.

MAC and Outlook 2011 is updated.  Outlook 2011 is updated to version: 14.1.3 (110805)

I have tried the following already:
new idenity
new user
rebuild database
repair identity

I am waiting on the user to do the following:
Attempt to boot in safe mode by hold down the shift (if the error is happening)
Repair Permission (Waiting on the user)
