The core for drop-down menu  are
:hover and display attribute.
for example:
li ul {display:none;}
li:hover ul (display: block;}
What is does, at start secondary ul is not displayed, but when you hover li as button, rules applies attribute to secondary ul and makes it appear.
Then you can style your li s and a s as you wish by using standard options, like color, font, border, position, etc.
